The problem

Every risk analysis produces expert judgement that is used once and then buried in a report. Across many analyses these judgements would form a body of evidence — but only if captured in a structured, comparable form from the beginning.

Intended capabilities

• Represent expert assessments as structured, comparable data
• Make uncertainty explicit rather than collapsing it to a single number
• Identify analogous scenarios across plants and industries
• Support quantification where the evidence base allows it
• Remain accessible through an API, for people and for software agents

These describe the intended scope of the tool. They are development goals, not features available today.
